Order No. (2) of 2013 With Regard to the Controls and Terms for Not Subjecting the Temporary Works of Foreign Works to the Provisions of Labor Market Regulatory Authority Law

Having reviewed Law No. (19) of 2006 Concerning the Regulation of Labour Market, as amended, particularly Article No. (2/b);
Legislative Decree No. (27) of 2011 Concerning the Reformation of Board of Directors of Labour Market Regulatory Authority; and
After coordination with the Ministry of Interior; and
Upon submission by the Chief Executive Officer of the Labour Market Regulatory Authority; and
With the approval of the Board of Directors of Labour Market Regulatory Authority

Orders as follows:

Article (1):

Foreigners who come to the Kingdom for the purpose of accomplishing temporary works shall not be subject to the provisions of the Labor Market Regulatory Authority Law, when the following controls and conditions exist:

  1. The works performed by the foreign workers for an employer are occasional and temporary such as establishment of markets, exhibitions, celebrations, festivals, ceremonies or other activities.
  2. The execution of works performed by the foreign workers for an employer shall not be for a period exceeding fifteen days from the date of commencement of the work.
  3. The employer obtains the necessary permits and consents from the concerned authorities for the activities that require such permits and consent to be performed in the Kingdom. The Authority may request any data, information or other documents to ensure verification of the identities of the foreign workers and the nature of tasks performed by them in the Kingdom.

Article (2):

The Chief Executive Officer of the Authority shall implement this Order which shall come into force from the date following its publication in the Official Gazette.
